If this identifies the DLL mod, check the version with required version of SKSE. If that checks out then remove the DLL, download the DLL again, reinstall, and test. WebbMO2 will start the game from the SSE and SSE Launcher options. The SKSE launcher will start the game if I launch it directly from the SSE folder (but won't load mods from there because MO2). When I try to launch SKSE from MO2, it locks as expected and the screen goes black like it's going to load but then it crashes.
